At the outset, Shri. Hemant Rai, SDM, Gangtok welcomed Shri. T.N. Sharma, Chairman, SCBC, Shri. Shakti Singh Choudhary, Mayor, Gangtok Municipal Corporation, Smt. Lasey Doma Bhutia, Dy. Mayor, Gangtok Municipal Corporation, Shri. H.K. Sharma, Secretary, SCBC DC(East), SDMs, BDOs and all the ULB Members who were present in the workshop(Attendance sheet may be seen at Flag-A). Thereafter, Shri. H.K. Sharma, Secretary, SCBC briefed the House about the conduction of such type of workshop on issuance of OBC Certificates and awareness various welfare measures. In the meeting Shri. T.N. Sharma, Chairman, SCBC apprised the House that due to lack of clarity many OBC candidates have been facing problems in getting their Caste Certificates, there are many cases in the past faced by the Commission on issuance of OBC Certificates of Bhima Devi Sharma, Onicha Dichen Gurung, Kusum Gurung Vs. Sujata Subba and Kritika Bhujel. In order to hear and give proper judgment to the above communities on their plea, the Government of Sikkim has constituted a Scrutiny Committee under the Chairmanship of Shri. T.N. Sharma vide Notification No. 26/SJE&WD dated 7/02/2014.
In order to bring awareness among the Recommending Authority and the Issuance Authority of OBC Certificates this workshop has been organized here for East District and similar type of workshop will be organized for South, West and North District. The dice was also shared by Shri. K.B. Pradhan, Additional Secretary, Social Justice, Empowerment & Welfare Department, Government of Sikkim and apprised the House about the welfare schemes like old age pension, widow pension, disability pension, National family planning scheme, unmarried women pension, one time grant to married with disability, pre-matric scholarship and post-matric scholarship, unemployment allowance, one time widow re-marriage allowance, one time grant for inter-caste marriage. For all the above schemes BPL categories people can only take benefit and Aadhar link & CoI is made compulsory.
